As North Bay Village continues to grow and attract new residential development, the Village is also offering financial assistance designed to help existing residents, essential workers, renters, homebuyers, and condominium owners manage some of the rising costs associated with living in the community.
The North Bay Village Workforce Housing Program is a pilot initiative that provides several forms of housing-related financial assistance, including help with purchasing a home, starting a new rental lease, paying delinquent utility bills, and covering qualifying condominium special assessments.
For a community experiencing significant redevelopment and changes in its housing market, the program represents a practical effort to help eligible residents remain part of North Bay Village while also making it easier for essential workers to live closer to the community they serve.
According to the Village, eligible applicants may receive assistance ranging from $1,000 for utilities to as much as $30,000 toward purchasing a home.
Up to $30,000 for North Bay Village Homebuyers
One of the largest components of the program is the Down Payment/Homebuyer Assistance Program.
Qualified applicants may receive up to $30,000 through a zero-interest loan to assist with the purchase of a residential property in North Bay Village.
Applicants must meet established income requirements and have mortgage prequalification or approval from an approved lender. They must also have an executed purchase contract for a condominium or townhouse located within North Bay Village.
Another important requirement is that applicants generally cannot have owned an interest in a principal residence during the three-year period preceding their application. The North Bay Village property being purchased must become the applicant’s primary residence.
The Village currently identifies representatives from Bank of America and Truist as approved lenders for this program. Applicants should consult the Village’s current program information before beginning the process.
Rental Assistance of Up to $4,500
Renters may also qualify for help.
The North Bay Village Rental Assistance Program provides eligible applicants with up to $4,500 as a zero-interest loan for upfront rental expenses associated with a new lease. The money can be used for a security deposit and first and/or last month’s rent.
Applicants must meet the applicable income guidelines and enter into a 12-month lease for a property located in North Bay Village.
The Village requires documentation such as a lease application, approval, or signed lease as part of the process. A signed lease must be provided before the Village can issue payment, which is made to the property owner or management company.
This assistance could be particularly valuable for households that can afford their monthly rent but find the significant upfront costs associated with moving into a new apartment difficult to cover.
Help With Utility Bills
The program also includes assistance for certain long-term North Bay Village homeowners struggling with utility expenses.
Eligible participants can receive up to $1,000 in utility assistance.
According to the Village, applicants must have lived in North Bay Village for at least five years, own their property, be on a fixed income, and have three months of delinquent utility bills.
While smaller than the homebuyer and rental programs, this assistance targets a different group of residents: established homeowners who may be experiencing financial pressure while trying to remain in their homes.
Up to $25,000 for Condominium Special Assessments
Perhaps one of the most significant parts of the program for North Bay Village condominium owners is the Condominium Special Assessment Program.
Eligible owners may receive up to $25,000 through a zero-interest loan to help pay qualifying special assessments associated with rehabilitation and repairs resulting from applicable building integrity recertification requirements.
The Village has separately announced that the program can assist with special assessments for building repairs and safety upgrades. Its published qualifications include the property being the applicant’s primary residence and income limits reaching up to 140% of Area Median Income (AMI), with applicable limits varying according to household size.
This program could be particularly relevant in North Bay Village, where many residents live in condominium buildings and owners may face substantial special assessments connected with major structural, safety, and rehabilitation projects.
Applicants should carefully review the current eligibility requirements before assuming a particular assessment or repair qualifies.
Who Receives Priority?
For the homebuyer and rental assistance programs, North Bay Village identifies several priority groups.
These include North Bay Village residents; Village police, fire department personnel and other Village employees; Miami-Dade County Public Schools employees working at schools within North Bay Village; and licensed healthcare professionals working in the Village.
The priority structure highlights one of the broader objectives behind workforce housing: making it more feasible for people who serve a community to also live within or close to that community.
Housing Assistance During North Bay Village’s Transformation
The program arrives during a period of significant change for North Bay Village.
New residential projects, infrastructure improvements and redevelopment are reshaping parts of the three-island community. While new investment can bring additional housing, businesses, public improvements and economic activity, changes in housing costs can also create challenges for existing residents.
Programs such as workforce housing assistance provide one mechanism for addressing that pressure.
Instead of focusing exclusively on new development, the North Bay Village program provides assistance at several stages of housing: helping someone purchase a first home, assisting a renter with move-in costs, supporting a long-term homeowner facing utility difficulties, or helping a condominium owner manage a qualifying special assessment.
For condominium communities in particular, the $25,000 special assessment assistance program is worth knowing about. Special assessments related to major building rehabilitation can create substantial financial obligations for individual owners, especially those living on fixed or moderate incomes.
How to Apply
Residents interested in any of these programs should review the eligibility requirements, income limits, FAQs and application documents provided by North Bay Village before applying. Eligibility is not automatic, and requirements vary depending on the type of assistance requested.
